Researches on corruption

Transparency Kazakhstan researches forms of corruption in state institutions, political parties and business structures. All results of researches become a subject for public discussions. Being the part of Transparency International, TK annually represents to Kazakhstan public results of  Corruption Perception Index (CPI).

In March 2000 with the support of OSCE center in Almaty and State Commission on fight against corruption under the president of the Republic of Kazakhstan, Transparency Kazakhstan conducted a round table “Coalition against corruption”

In December of 2000 with the support of World bank and the Department on economic security at the Security Council under the President of the RK had been conducted a public discussion on the subject  “Accountability and transparency against system corruption”. During the event participants developed recommendations and proposals which were introduced to the State programme on fight against corruption for 2001-2005 years.

In May of 2001 TK organized the Round Table  “How to reform image of local authorities in the Republic of Kazakhstan”. In June of 2001 took place the public discussion on the subject “Problem and prospects of the local governance and self-governance in the Republic of Kazakhstan”. In July of 2001 had been completed the TK’s project  “Courts without corruption”,  carried out with the support of the Foundation “Soros-Kazakhstan”. The aim of the project is to develop system anti-corruption recommendations on improvement the Kazakhstan judicial system. TK advised and assisted with the recourses at the development of the Ethic Code of conduct for Kazakhstan investors. Also TK is the advisor to the State Agency of public service of the RK. There was conducted a round table “Legislative regulation of the public and political service’s system in the Republic of Kazakhstan and possible ways for its reforming”. 

In May-July of 2002 within the frameworks of the Project «Caspian Revenue Watch» supported by the Open Society Institute TK carried out the research “Problems and prospects of the National Fund of the Republic of Kazakhstan”.

In July-August of 2002 TK carried out the research “Assessment the activity of law enforcement bodies, fiscal bodies and judicial system of the Republic of Kazakhstan in the field of fight against corruption”. The main object of the research was the reveling the level of anti-corruption activity’s effectiveness. Determination of corresponding rating of law enforcement and fiscal bodies, and judicial system, their interaction and the level of cooperation with representative of civil society and individuals in the process of fight against corruption. Also there was assessed the level of objectivity in decision making by mentioned above bodies concerning the facts of corruption crimes and publication of corresponding statistics.

On October 18-20, 2002 had been organized the second conference of the Interregional Dialogue of Trust “Preventing corruption: What society can? (Anticorruption monitoring)”

In 2002 the research  “Assessment of Kazakhstan National Integrity System” had been carried out. Research assessed such components as state institutions, audit system, legislation, judicial system, possibility of conduction journalistic investigations and legal protection organizations, polices and Public Prosecutor Offices, civil societies, private sector and mass media, and access to information. On the basis the findings experts assessed the existing level of corruption. 

In September –October 2002 in cooperation with Almaty Business Association and Center of International Private Enterprise with the support USAID, TK carried out the research  “Assessment the level of corruption in private business”. The main object of the research was – get unbiased evaluation of the corruption level in private sector of the Republic of Kazakhstan. 

In February-March of 2003 with the support of USAID there was assessed the  "Level of Budget Transparency". The main object of the research was – to show the level of transparency the whole republican budget system, as well as local budgets. Level of parliamentary and public participation and control in the process formation and execution republican budget and local budgets. 

In the frameworks the public campaign “Publish What you Pay” with the support of OSCE center in Almaty, in May-July of 2003 TK carried out the results of the expert poll  “Assessment the level of transparency of domestic and foreign companies”.

In December of 2002-January of 2003, TK with the support of the USAID carried out the expert poll “Mass Media participation in the process of fight against corruption”.

In 2004 with the support of Friedrich Ebert Foundation TK organized the round table “Problems of political parties’ transparency, their interaction with the state institutions, business and society: Kazakhstan and international experience”

With the support of Friedrich Ebert Foundation, in February of 2005, TK organized the round table  “Public participation in architecture and construction in Almaty”  and in May of 2005 was held the International Conference “Access to Information: Kazakhstan and International experience”
