In order to make fight against corruption more effective TI developed its own methodology in accordance to which the society represented in a kind of columns, so-called “Columns of Integrity”.
At the heart, the main goal of developing countries and transit countries is to deviate from the system which is characterized as “from top to bottom”, i.e. system where authoritarian ruling elite gives orders downward. Developed approach proposes change this mechanism into system of “horizontal responsibility”, where the authority is decentralized, no one has right to monopoly and where every column carries separate responsibility.
In practice it means, for example that Mass Media have comparative freedom in an account of society, and judicial authority has a possibility to work without any political pressure.
Strong presidential systems, by definition, have disparity of responsibilities between executive authority and other sectors of the society including judicial authority, and at that they are enough complex object of fight against corruption. Such horizontal system of relationships in the society is not compulsory leads to weakening of executive authority in political point of view, but it will assist in protection the society against corruption.
