CIVIL SOCIETY

Any sphere where the recourse of civil society can be applied is a potentially important source of pressure. Non governmental organizations can also make public and actualize facts of corruption, develop solutions.

We shouldn’t forget that development of civil society is the state’s obligation coming from Constitution and international legal acts which Kazakhstan must observe as the member of UN and OSCE. Instead of that often we see attempts of more control over the society, there are no acceptable conditions for the development of NGOs, and state uses weak and inefficient forms of interaction with society and its institutes. Organisations of civil society and Mass Media simple can’t carry out public oversight over the state.

One of the reasons of otioseness in state’s fight against corruption is that state does not stimulate activity of NGOs in this field, and without society it is impossible to curb corruption.

Taking into account positive changes and purposeful state policy on fight against corruption we should say that the success depends on:

  • Further reforming of the political system and strengthening the democracy;
  • Respecting Human Rights and Freedoms;
  • Development of civil society institutes, including Mass Media;
  • State and its institutions should be under the public oversight;
  • Equal responsibilities between all authorities;
  • Ratification of international legal acts on Human Rights, anti-corruption conventions and bringing legislation in conformity with these conventions.
